The PPC recently held a meeting to expedite implementing the projects related to science, technology, innovation, alongside digital transformation within the province.
According to the report, departments combined with agencies have advised the PPC to allocate 777-billion-VND public investment capital for the aforementioned projects, including 29 novel projects funded under Resolution 55/NQ-HDND (20 provincial-level along with 9 communal-level projects) in conjunction with 131 new projects financed by the 2025 surplus revenue and expenditure savings (26 provincial-level and 105 communal-level projects).
Regarding the Resolution 55/NQ-HDND projects, 11 out of the 20 provincial-level projects have not yet received investment policy approval from the PPC; consequently, they do not yet meet the criteria for detailed capital allocation. As for the 9 communal-level projects aimed at upgrading public administrative service centers, investments have been proposed for 9 communes together with wards. The PPC plans to submit a proposal to the Provincial People’s Council at the session in early October 2026, seeking approval for the targeted supplementary fund allocation to these localities.

Among the 131 novel projects funded by the 2025 surplus revenue and expenditure savings, 50 have already received funding coupled with approval for deployment; the remaining 81 projects are awaiting submission by the PPC to the Standing Board of the Provincial Party Committee for review alongside feedback regarding the allocation plan for targeted supplementary expenditure estimates in 2026.
According to the relevant departments, agencies, together with localities, implementing the above-mentioned projects remains slow, partly because 2026 marks the first year that funding equivalent to 3% of the local GRDP has been allocated to this sector. Moreover, the additional legislation is enacted or replaces existing regulations, appropriate funding sources will still require re-determination; several units, particularly at the grassroots level, are lacking in capacity to formulate, implement, combined with manage projects related to science - technology, innovation, as well as digital transformation; ultimately, a cautious alongside apprehensive attitude towards additional regulations also remains prevalent.
Comrade Do Huu Huy, the PPC Chairman directed agencies in coordination with sectors to strictly comply with the Law on Public Investment. He mandated that proposals for capital allocation be submitted to competent authorities only for projects that have completed all necessary documentation alongside procedures, coupled with have received investment policy approval in accordance with regulations. He emphasized a strict prohibition against legitimizing capital allocation for projects that fail to meet legal requirements; called for tight control over the total investment cost of each project combined with the entire sector to ensure alignment with local budget development expenditure limits; as well as ordered a thorough review to prevent the equipment procurement not included in the approved lists.
